REPORT: Over the 12 years since 2000, Medicaid enrollment grew in New York State by more than 80 percent to cover about 5 million state residents. Along with this growth came a near doubling in local, state, and federal spending on Medicaid in New York. Yet as enrollment has grown over the 2000-2012 period, the inflation-adjusted cost per enrollee has declined--with implications for the rollout of the federal Affordable Care Act here. And although New York City still has more Medicaid recipients than any other part of the state, since the 2008-2009 recession more of the increase in Medicaid enrollment has occurred upstate and in the suburbs than in the city.
